I have not tested this as I only have one HAT. Because Motor HATs can be stacked I assume I can have multiple instantiations for I2CBus and I2CDevice once for each instantiation of a AdafruitMotorHat. A google search for stepper motor for model train shows some hits, but not I think what you are describing.
